The East African Community is a regional intergovernmental organisation comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its Headquarters in Arusha, Tanzania.

The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.

This is an exciting opportunity for a highly motivated and result-driven professional who is a citizen of East African Community Partner States (Burundi, Kenya, Rwanda, Tanzania and Uganda) to apply for the following position tenable at East African Community - Secretariat:

Job reports to: Director, Trade



Job Purpose:


To provide technical and advisory services related to Internal Trade.

Duties and Responsibilities:

Supervise staff and plan activities of the Internal Trade Department
Oversee implementation of rules governing internal trade for EAC;
Create mechanisms for harmonization of internal trade, investment and Industrial policies of the EAC;
Develop a mechanism for monitoring of the removal of non-tariff barriers;
Coordinate studies and research on non-tariff Barriers in the Community;
Coordinate and convene meetings of trade and investment experts and provide necessary guidance;
Develop procedures on anti-dumping and countervailing measures;
Promote the implementation of the EAC competition law;
Develop policies and instruments for promotion of intra regional trade, report to Partner States and coordinate implementation;
Carry out research and analysis on trade and advice the Community accordingly;
Coordinate meetings/symposia and exhibitions for small-scale traders and artisan (Jua Kali/Nguvu Kazi’s) as well as trade fairs;
In collaboration with business associations, devise ways for promoting small scale traders (Jua Kali) and other larger traders in the internal market;
Identify training needs for Partners States on NTBs and Competition Policy;
Assist in trade data collection and analysis and advise Partner States accordingly; and
Implement Council Decisions and prepare progress and annual reports.
Assist in mobilisation of resources/funding towards activities for promotion of internal trade, within the Community.

Qualifications and Experience:


A Masters Degree in the field of Economics, Commerce, Business Administration or equivalent degree from a recognised University/Institution with a special focuses on trade.

At least 10 years of relevant experience with five (5) at a Senior level.

Skills and Competencies:


Strong technical and analytical capabilities and skills for developing mechanisms for data collection; Excellent drafting and report writing skills; Excellent organizational skills, ability to handle multiple tasks without compromising quality and team spirit building skills; Excellent Computer skills; Strong monitoring and evaluation skills; Strong interpersonal and communication skills; negotiation skills and ability to work independently in a diverse environment.

Education Qualifications and Relevant Working Experience:


Education Qualifications:

All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications.

All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.

Relevant Work Experience:

Internship, training and apprenticeship will not be considered as relevant work experience.

Eligibility:


Applicants from all five (5) Partner States are eligible to apply for this position.

Terms and Conditions of Service:


The above position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
