Description


PURPOSE

UNICEF Tanzania initially deployed a field coordinator from another sub-office in the country to handle coordination of UNICEF's initial response to influx of refugees into in Kasulu district. A temporary base was set up in UNHCR premises and now UNICEF has its own office premises and Kibondo is an established duty station. This assignment would relieve the current temporary coordinator to return to his assigned duty station and to ensure UNICEF response is well coordinated during the assigned period. The nature and duration of the crisis will be assessed and the need for a field coordinator for the longer term will be determined during this assignment. The coordinator oversees the overall work of UNICEF staff who are deployed there to cover health, WASH, and education sectors. Other support is provided from technical staff from the main UNICEF office in Dar Es Salaam. The Kibondo field office is located in Kibondo district which is centrally located between the three refugee camps which range from a half hour to 2 hours drive from the office. UNICEF also supports the refugee hosting districts as these districts are among the poorest in the country while also hosting refugees.

MAIN RESPONSIBILITIES AND TASKS

Coordination

Ensure appropriate coordination between all sectors of UNICEF engagement and humanitarian partners at District/camp level including effective links, communication and information management.
Compile, analyze and keep up-to-date information on humanitarian partners, their capacities and interventions at camp level
Represent UNICEF at coordination meetings with local government, UN agencies and NGOs as well as ensuring that UNICEF technical staff cover coordination meetings at sector level. Report outcomes of meetings to supervisor that require management decisions.
Ensure UNICEF is engaged in all stages of sector planning as well as contingency planning and assessments.

Monitoring and reporting

Provide regular reports & updates to Chief of Planning, Monitoring and Field Coordination including weekly reports and monthly contribution towards the situation reports.
Ensure that sector specific UNICEF staff provide technical oversight to partners as well as monitoring overall partner performance.
When necessary, highlight specific issues for the attention of the sectors and management to ensure priority and corrective measures are taken, including operational issues such as transport, office premises, logistics and security.
Advocacy

Support all sectors to advocate for donors to fund priority actions while at the same time encouraging actors to mobilise resources for their activities through their usual channels.
Support donor missions by preparing partners, sites, and logistics.
Undertake advocacy for the rights of refugee children—including advocacy with UNHCR, NGOs and local government.
MINIMUM QUALIFICATIONS AND COMPETENCIES

Advanced university degree desirably in subjects/ areas of humanitarian action and/or sectors of UNICEF focus (health, education, protection, WASH etc.)
A minimum of 8 years of experience with either the UN and/or NGO.
Experience of responding in first phases of emergency - especially in refugee or IDP settings.
Experience in coordinating peers as well as managing a team in remote environments;
Fluency in English (verbal and written) required, and a working knowledge of the local language preferred (Kiswahili and/or French useful—refugees are French speaking. Working language is English). Application Instructions
