Description


Purpose of the Position

Under the supervision of the Chief of Planning, Monitoring and Field Coordination, the incumbent of the post supports the Country office's design and monitoring of UNICEF programmes within the United Nations Development Assistance Plan and United Nations Sustainable Development Goals at national and sub-national level. The incumbent of the post will also support capacity building of UNICEF staff and partners to strengthen results based management capacities and use of tools for programme monitoring, as well as oversee the adherence of the Harmonized Approach to Cash Transfer (HACT).

Key Expected Results

1. Monitoring

Develops and monitors annual work plans, ensuring adequate linkages to other plans in the Country and the office such as AMP, HACT assurance plans, RAM, and Consistency in use of targets and indicators.
Ensures proper use of VISION as a monitoring tool. Monitors office compliance with global and
regional dashboards for sectors as well as management indicators and updates management and staff regularly.
Works with innovation unit to introduce and mainstream innovations in programme monitoring.
Coordinate with partners to ensure that monitoring systems are properly designed, and that data collection and analysis from field visits are coordinated and standardised across programmes to feed into to programme performance monitoring, including humanitarian response. Coordinate with programme colleagues, field offices and partners and provide technical assistance in their use of up-to-date information in Annual Reviews, Mid-Term Reviews, Annual Reports or other progress reports.
Coordinate the office adherence to HACT. This entails oversight of the HACT unit that plans and supports monitoring of all aspects of risk management and quality assurance including: partner micro assessments, audits, spot checks, monitoring by staff, and support staff and partner capacity development for HACT and quality assurance activities.
Undertakes field visits to ensure linkages to office plans. Support technical programme monitoring and reviews with government counterparts and other partners. Identifies problems or alternative courses of action to accelerate/improve programme delivery.
2. Capacity Building

Promote the awareness and understanding of the shared responsibility of monitoring functions among all staff members through communication, training, learning and development activities organization-wide.
Work with other developmental partners to understand capacity gaps and develop a capacity building strategy for equity monitoring. Utilize a range of appropriate skills including self-learning, seminars, monitoring and mentoring in order that UNICEF, UN and partner staff have the basic knowledge and skills in understanding and applying new M&E policies, equity-focused tools, and methods to fulfil their responsibilities.
Keep colleagues abreast of latest developments at Regional Office (RO)/HQ level in terms of monitoring guidelines, norms and standards that need to be followed at the Country Office (CO) Level.
3. Coordination/Networking

Contributes to UNICEF's participation in the One UN PME process, serving as a link for UNICEF's contributions in the UNDAF outcome groups and providing monitoring support for quality assurance of joint rolling work plans and annual reviews.
Review Partnership Cooperation Agreements ensuring they are in line with the Country Program Document (CPD) and Annual Work Plan (AWP) and are RBM compliant.
Qualifications of Successful Candidate

An advanced university degree (Master's) in Social Sciences, Demography, Public Administration, Development, Planning, Monitoring, Evaluation, Statistics, Public health, or related field(s) is required.
A minimum of five (5) years of relevant work experience at the national and international levels in programme/project development, planning, implementation, monitoring and evaluation is required.
Previous work experience in an emergency duty station and/or humanitarian context and specialized training/experience in emergency response management is highly desirable.
Fluency in English (both written and verbal) is required. Knowledge of an additional UN language (Arabic, Chinese, French, Russian, Spanish) or of the local language is considered an asset.
