The East African Community is a regional intergovernmental organisation comprising the Republic of Burundi, the Republic of Kenya, the Republic of Rwanda, the United Republic of Tanzania, and the Republic of Uganda with its Headquarters in Arusha, Tanzania.
The EAC mission is to widen and deepen economic, political, social and cultural integration to improve the quality of life of the people of East Africa through increased competitiveness, value added production, trade and investments.

Principal Planning & Research Officer

Job Grade: P4
Job reports to: Director (Planning)
Job Purpose:
To collect, analyse, collate, and disseminate information for Community Plans, Projects and Programmes and monitor and evaluate their implementation.
Duties and Responsibilities:
Develop plans and development strategies for the Community;
Coordinate and monitor implementation of development plans;
Develop and produce statistical reports and interpret them as required for initiating, planning and implementation of the Community’s projects and programmes;
Monitor and evaluate implementation of policies and projects and programmes undertaken by the Community and prepare progress reports;
Design strategies for research and contribute to development of regional information policy and strategy;
Create a mechanism for accessing databases with other organizations/institutions to facilitate the updating of Community databases;
Assess the impact of decisions taken by various Organs/Institutions of the Community;
Promote exchange of planning, research and other vital information in the region;
Coordinate project monitoring, evaluation and reporting systems;
Coordinate implementation of Council decisions related to the functions of the Department;
Provide technical guidance to Professional staff under the Department; and
Prepare progress and annual reports.
Qualifications and Experience:
A Masters degree in Economics, Statistics, Business Administration, Policy and Planning or an equivalent degree from a recognised university/Institution.
10 years relevant experience, 5 of which should be at senior level.
Skills and Competencies:
Proficiency in computer applications with strong managerial, planning, team building, negotiation, networking, research, supervisory, project management skills, and monitoring and evaluation skills.

Education Qualifications:
All candidates applying must have qualifications that are recognized by the relevant national accreditation body in their respective Partner State. This condition is applicable for locally and internationally attained qualifications.
All professions that require registration with the specific professional bodies will be expected to do so in compliance with the requirements of their respective Partner States.
Relevant Work Experience:
Internship, training and apprenticeship will not be considered as relevant work experience.
Eligibility:
Applicants from all five (5) Partner States are eligible to apply for this position.
Terms and Conditions of Service:
The above position is tenable for a contract of five (5) years renewable once and is subject to the application of the EAC Quota System.
